Who We Are

About the National Education Inspectorate

An independent authority established by the Government of Jamaica to assess, report on, and help raise the standard of teaching and learning across the nation's primary and secondary schools.

Our History

How We Came to Be

The idea for the NEI grew out of a 2004 review of Jamaica's education system, which called for a dedicated authority to oversee performance and accountability in schools. Acting on that recommendation, the Government of Jamaica created an independent inspectorate tasked with driving the changes needed to support the wider transformation of the education sector.

Since then, the NEI has operated as a standalone body, evaluating schools and reporting its findings directly to Parliament, rather than through the Ministry it monitors — a structure designed to keep its assessments impartial.

What We Do

Roles & Responsibilities

Our mandate is to measure how well students are learning at key stages of their education, and to help schools and policymakers act on what the evidence shows.

Leadership & Management

Evaluating how well schools are led and managed as learning environments.

Quality of Teaching

Assessing classroom instruction and its impact on student learning.

Student Response

Looking at how engaged and responsive students are to what they're taught.

Access to Curriculum

Checking that every student has real access to the full curriculum on offer.

Safety, Health & Wellbeing

Reviewing the arrangements schools have in place to protect students' safety, health and overall wellbeing.

Beyond individual school visits, the NEI also carries out whole-school, thematic and subject-level inspections, evaluates national and local education initiatives, and studies how Ministry of Education policy is affecting student outcomes on the ground.

The timing and frequency of these inspections is set by the Chief Inspector, or on request by the Minister of Education. Findings from every inspection, evaluation and survey feed into a growing body of evidence that informs the policy advice the NEI provides directly to the Minister, and the reports it makes to Parliament on the state of education standards nationally.

That evidence is also turned into practical guidance, shared with principals, school boards, management teams and teachers, and every finding is published openly under the Access to Information Act 2002 — so the public can see, and trust, how Jamaica's schools are performing.

Mission & Vision

Our Shared Vision

“

We work toward a Ministry of Education vision in which every learner reaches their full potential, inside an education system that is excellent, equitable and accessible to all — and answerable to the people of Jamaica.

Every inspection, report and recommendation the NEI produces is ultimately in service of that single vision: an accountable, self-sustaining school system that works for every child.

Leadership

Guided by Independent Oversight

The NEI reports directly to Parliament, keeping its findings independent of the Ministry it inspects — leadership profiles are coming soon.
